The former State Building is closer to being "parking lot ready". Evidently, the concrete block office wasn't the most efficient place to work and staff felt lethargic to any public policy analysis, leaving behind all expertise in the coffee room. A retired State employee who once worked there told me "If you compared it to the inside, the exterior was almost exciting." Scary thought.
Also, with the previous old State building site on the north, and LAPD headquarters being constructed on the east end, the Times building is almost surrounded by empty lots. But they do get a nice view of Disney Hall.

When you ask about the block, are you referring to the previous life as the site for the LAAC or the earlier life where the indigenous were auctioned off?
